1. INTRODUCTION
The Oak Harbor Creative Arts Foundation (OHCAF), a 501(c)(3) nonprofit organization, is seeking proposals from qualified consultants or firms to conduct a Phase I Feasibility Study for the construction of a $40,000,000 Performing Arts and Events Center in Oak Harbor, Washington.
The purpose of this study is to determine the donor capacity and level of community support for this transformative initiative. Findings from this phase will guide strategic decisions and inform future planning, including capital campaigns, site development, and long-term operational sustainability.
2. SCOPE OF WORK
The selected consultant will be expected to:
Conduct stakeholder interviews (including potential donors, civic leaders, business owners, artists, educators, and residents).
Assess philanthropic capacity in the region through data analysis, benchmarking, and direct outreach.
Facilitate a public/community engagement component (survey, town hall, etc.) to gauge community interest and support for a $40,000,000 Performing Arts and Events Center.
Provide recommendations on readiness for next steps, including potential funding strategies.
Deliver a final written report summarizing findings, conclusions, and recommendations.
Deliverables Include:
Work plan and timeline
Interview and outreach summaries
Community engagement report
Final feasibility report and presentation to the OHCAF board
3. BUDGET
The contract amount shall not exceed $35,000, inclusive of all consultant fees, travel, materials, and any subcontracted services. Proposals should provide a detailed budget with line-item estimates.
4. QUALIFICATIONS
Respondents should demonstrate:
Prior experience conducting feasibility studies for performing arts, cultural, or nonprofit capital campaigns.
Familiarity with rural or small-community philanthropic landscapes.
Strong qualitative and quantitative research skills.
Excellent written and verbal communication abilities.
5. PROPOSAL REQUIREMENTS
Proposals should include:
Cover letter
Statement of qualifications
Description of proposed methodology
Timeline for project completion (target: within 6 months of contract start)
Detailed budget
Examples of relevant past work and references
6. SELECTION CRITERIA
Proposals will be evaluated based on:
